A new League of Nations should be a regular congress of the Christian monarchs and heads of nations with their ministers in a place of great and ancient Christian tradition — in Aix-la-Chapelle, in Rome, in Canterbury, in Jerusalem. A league of the very heads of the states will also be more efficient than a league of mere representatives of easily changeable parliamentary governments.
